and so locked so and so out of a command post in such and such city. so and so argued about who got what raise last year. here, a little bit different. here, medical resources and law enforcement are owned by the governor which, as established, comes from the turkish government. fire fighters and things like public works are owned by the municipality. let me tell you about budget discrepancies. the fire department, i got to tell you, when i went and i met with the fire chief, that one left a mark. their fire department was red tagged but they didn't have a place because it was so cold to house their engines because you can't leave diesel engines out in the cold, just doesn't work too well, so they still had to use the facility but they housed the personnel in two tents out in front. their headquarters is one tent and their dorm is another tent and they welcomed us in there, didn't even think twice. and in the story of what it was like there, for a community of nearly 700,000 people, their complete complement of fire fighters that were on duty, their professional staff, was just over

's very unusual to see a forecast like this. >> new york city going to see 12 to 18 inches. more like a foot of snowfall expected for new york city. with places like new york, you're under blizzard warnings out towards long island and northward. we will see, we think, blizzard conditions as those winds really begin to kick up. especially tonight. maybe 40, 50 miles per hour to blow that snow around and limit your visibility down below a quarter of a mile for a long period of time. you're in the rain right now. mixed with sleet. it is snow toward the north and cooler air settling in, it is all going to turn to snowfall. we've given this a nine out of ten. that means we're going to find very widespread impacts here to the city. a mixture of snow and rain here today. probably those winds up to around 20 to 30 miles per hour. then tonight it really gets going. the snow will be on the increase with eight to 12 inches falling. blizzard conditions will prevail as those winds kick up, and those blizzard conditions lasting even into tomorrow as the snow tapers off will still see the wind blowi

york city newsroom with the heart-breaking story. >> reporter: that's right. chris kyle, known as the u.s. military's most lethal sniper, and another man were killed at the rough creek lodge, outside of fort worth, texas. the accused shooter's believed to be a troubled, former soldier, now custody, after a dangerous pursuit. the loss has stunned the military community in which he was revered as an example of service and excellence. he wrote the best-selling auto biography, "american sniper," published by harper collins. that book detailed his 150-plus kills of insurjsents. texas authorities say 25-year-old eddy ray root is the shooter. he is believed to have shot the victims at 3:30, fleeing the lodge area in a ford pickup truck. a 911 call didn't come in until 5:30 or so in the afternoon. the motive is unclear, but a local station is saying that he suffered post traumatic stress disorder. the men had taken him to the range for help and he turned on the them and shot them in the back. the lancaster police took the suspect into custody after a brief pursuit. eddy ray root was taken to th
